Guide for New Domestic Quota Pool
Description
This service can be used by employers to obtain quota slots for foreign employment (domestic quota pools).
Eligibility
The applicant/employer should have a worksite(s) in ‘active’ status.
The applicant/employer should register in the Job Center portal. This is not required for government and judiciary entities.
All the permits, documents, licenses, photos and other information relevant to the site(s) requesting a quota should be valid.
The applicant/employer should be an individual.
The applicant/employer can only apply for a total of 6 slots under this category.
For specific occupations, the required documentation should be updated to the respective site.
Eligible for standard quota slot and regularization quota slots within the same quota pool.

Documents required
Domestic drivers: vehicle related documents
Attendants: a doctor’s certificate/ letter issued to the patient
Other occupations: no additional documents

After you apply
After successful submission a notification will be sent to your email and phone.
You can check the status of the request from the history tab.
Once the application is approved the status will change to “Approved”.
Should the status of your application be changed to “Incomplete”, you will receive a notification along with the remarks via email and phone.
Once the application is approved, you can proceed with “Quota Slot Utilization”.

Guide for Utilizing a Quota Slot
Description
This service can be used by employers to manage and allocate quota slots that are assigned to a specific domestic quota pool.
Eligibility
The applicant should have a quota pool in approved status.
The applicant should have remaining eligible quota slots in the respective quota pool.
At least one site linked to the quota pool should be in active status.
How to apply
You can apply using an Efaas account.
Logging into your own account will direct you to the oneGov homepage.
After you apply
After successful submission a notification will be sent to your email and phone.
You can check the status of the request from the history tab.
The application will be automatically processed in real time. Once approved the status will change to “pending payment”.
No payments will be required for system slots, and the quota slot will be issued automatically.
Once a quota slot has been issued employers can apply for work permit services.
Service fee
Quota fee of MVR 2000 per quota slot will be charged.
Payment notification
Once the quota slot utilization request is submitted the request will automatically go to pending payment.
You will then receive a notification to pay the quota slot fee via email and SMS. Employers can use 4 payment methods to pay quota slot fee:
Quota fee single payment
If you want to pay the full quota slot fee for a single slot, then you can use quota fee single payment method and pay the MVR 2000 for the respective quota slot.
Quota fee collection payment
If you want to pay the full quota slot fee for more than one quota slot, then you may use the quota fee collection payment method and make a payment collection for the respective quota slots and pay MVR 2000 per slot.
Quota fee schedule payment
If you want to pay the quota fee for a single slot on instalments and distribute the MVR 2000 over 12 months, then you can use the quota fee schedule payment method. This method allows you to distribute the quota fee of a single quota slot over 12 months and pay the quota slot fee as instalment payments. To start instalment payment, you should pay at least one month quota slot payment.
Quota fee schedule collection
If you want to pay the quota fee on instalment for more than one quota slot, then use the quota fee scheduled collection method. This method allows you to distribute the quota fee of a multiple quota slot over 12 months and pay the quota slot fee as instalment payments. To start instalment payment, you should pay at least one month quota slot payment for each quota slot.
You will receive an SMS notification after your payment is processed.

Guide for Managing a Quota Pool Occupation
Description
This service can be used by employers to request a change in the designated occupations for the slots allocated to them within a domestic quota pool.
Eligibility
The applicant should have a quota pool in ‘active’ status.
The quota pool should not have a ‘quota pool increase request’ in processing state.
How to apply
You can apply using an Efaas account.
Logging into your own account will direct you to the oneGov homepage.
After you apply
After successful submission a notification will be sent to your email and phone.
You can check the status of the request from the history tab.
Should the status of your application be changed to “Incomplete”, you will receive a notification along with the remarks via email and phone.
Once the application is approved, occupations assigned to the quota pool will be updated.
Estimated time frame
All duly completed applications will be processed within 7 business days.
Guide for Increasing a Quota Pool
Description
This service enables employers to request an increase in the maximum number of slots allocated to them for a domestic quota pool.
Eligibility
The applicant/employer should register in the Job Center portal. This is not required for government and judiciary entities.
The applicant/employer should have an approved quota pool.
The applicant/employer should have a worksite(s) in ‘active’ status
All the permits, documents, licenses, photos and other information relevant to the site(s) requesting a quota should be valid.
For sites with old address site type, all the permits, licenses, documents & photos linked with the quota pool should be valid.

Description
This service allows employers to cancel their current quota slots within a domestic quota pool.
Eligibility
Quota slot should be in ‘open’ state.

Once approved, the selected quota slot/s will be closed, and the quota pool eligible amount will be decreased.

Guide for Changing a Quota Pool Slot
Description
This service allows employers to modify the allocation of domestic quota pool slots by transferring them from one pool to another, while also updating the designated occupation of the slot if necessary. Alternatively, employers can choose to modify the occupation of a quota slot within the same quota pool.
Eligibility
Quota slot should be in open state.
If changing to a different quota pool, the destination quota pool should have remaining eligible quota slots of the respective quota slot type (standard or regularization).
If changing the occupation within the same quota pool, should have the remaining occupation amount within the pool.
If changing to a different quota pool, should have the remaining occupation amount within the destination quota pool.
Destination quota pool should not have a quota pool increase or manage occupation request in processing state.

Will there be any restrictions if any of my sites are not in active state, when requesting for a quota pool?
Yes, if the site state is suspended or pending site clearance or inactive, you will not be able to select these sites when applying.
What is the basis on which the issued eligible quota slot amount is decided?

Do I have to apply for separate quota pools for standard and regularisation quota slots for the same site?
No, you will be able to request the required amount for Standard and Regularized quota slots, within a single new quota pool application.
If I have an existing quota pool with only standard quota slots, do I have to apply for a new quota pool for the same site to obtain regularisation quota slots?
No, you can request to increase the regularization quota slot for the existing quota pool by submitting a quota pool increase request.
Do I have to pay a quota fee for domestic quota slots?
Depending on the occupation for which you want to utilise the quota slot, you may be eligible for system slots for which you do not have to pay the slot fee, but you may have to pay the slot fee for some quota slots.
Is there any occupation under the domestic category in which I do not have to pay the quota slot fee?
Yes, each individual will be eligible for the below system slots; You will receive 2 system slots for the occupation “attendant, nursing home”. Given that the required documents are provided. You will receive 1 system slot for the occupation “maid, domestic/ nanny/ housekeeper, domestic” of your choice for which you do not have to pay the quota fee.
If I already have a “domestic maid”, under my name will I be eligible to bring more “domestic maid”, domestic or nanny under my name?
No, if you already have one of the 3 eligible occupations (maid, domestic/ nanny/ housekeeper, domestic) you will not get another slot for an additional maid or for any other occupation under the three occupations mentioned above. However, you will still be eligible for additional slots for “attendant, nursing home” and “drivers” if you have submitted the necessary documents for the registered domestic site.
Will there be any additional requirements in getting quota slots for certain occupations under the domestic category?
There will be some requirements for some quota slots. For example, the quota slot for a driver under the domestic category will require the registration of the vehicle under the name of the employer uploaded under the registered site. Quota slot for an attendant, nursing home, will require a doctor’s letter issued for the patient.
Do I have the option to pay the quota slot fee in instalments?
Yes, you have the option to pay the quota slot fee in instalments.
What’s the validity of a quota slot?
Validity of a quota slot is 12 months from the date of payment/ first payment.
Is it possible to utilise the same quota slot for another employee if the current employee’s work permit linked with the quota slot is cancelled during its validity period?
Yes, if the quota slot remains open you may use the quota slot for another employee.
What will happen if an employer fails to make all instalment payments?
If an employer fails to make all the instalment payments, necessary actions will be taken towards the employer such as restriction of services from Xpat system until the overdue payments are settled.
What should I do if the required occupation is not available in the Xpat system?
You can email or contact our call centre requesting to add the required occupation. If the requested occupation is relevant to the work type, the suitable occupation will be added to the system, and we will notify once a relevant occupation is added to the system.
What services will be restricted from the Xpat System if I applied for a quota pool managed occupation?
The services that will be restricted from the Xpat System for the increase requested quota are as follows; Quota Slot Utilisation Pool slot change Quota pool Increase Quota pool Decrease Work permit Slot Change
What is the occupation max limit?
The occupation max limit is the maximum number of slots that can be assigned to a single occupation. Occupation max limit’ cannot be greater than ‘total eligible amount’ and ‘occupation max limit’ cannot be less than ‘occupied slot count’.

Yes, the sum of all the requested occupations can be greater than the total requested slot amount. However, A single occupation’s max limit must not be greater than the requesting amount.
Do I have to assign quota slots for regularisation quota slot and standard quota slot separately?
No, you do not have to assign quota slots for standard and regularization quota separately.
Can I apply for quota pool increase if my quota is in expired state?
Yes, as; The quota number (for example Q0001234) that was provided prior to the quota migration no longer defines the validity of a quota, rather quota slots should be extended through quota slot fee payment. All the permits, documents, licence, photos and other information of the quota requesting site/s is valid.
Do I have to resubmit old documents I submitted, while applying for quota pool increase?
No, if the documents provided are valid, these will fulfil the requirements. However, if any permit, license or any document (worksite declaration from) linked with the site is expired, you should submit a document update/permits and license update request and update the necessary documents before applying for quota pool increase request.
Do I still have to submit the quota increase letter specifying the occupations while applying to increase the quota pool?
No, you do not have to submit any letter specifying the reason and required occupation while applying for a quota pool increase.
What services will be temporarily restricted for the quota pool that is submitted for quota pool increase?
The services that will be restricted from the Xpat System for the increase requested quota pool are as follows; Quota pool mange occupation change Quota pool decrease Quota pool slot change Work permit slot change
If the quota slot status is occupied, can I still apply for quota pool decrease?
No, until the work permit slot is open, a utilized slot cannot be cancelled.
Why does my new max limit for an occupation highlight in red when I try to proceed to the next step within the request?
After selecting the amount to decrease, your new eligible quota slot amount will be the new max limit for the single occupation. And therefore, the current max limit for a single occupation must be less than or equal to this new eligible quota slow amount.
Can I select which quota slot to decrease?
No, this will be automatically selected by the system.
How does the system automatically select which quota slot to decrease?
The system will automatically select the unutilized quota slots first, followed by utilized open state quota slots based on the earliest expiry.
Will the amount I paid for my quota slot be refunded in case a utilized slot is decreased?
No, quota slot fee is non-refundable.
What happens if I decrease the quota pool to zero eligible slots?
The quota pool status will be updated to “inactive”
Can I change multiple quota slots from one pool to the other?
Yes you can change multiple quota slots from one quota pool to the other quota pool.
What if the occupation I want is not available within the destination quota pool?
You can submit a ‘quota pool manage occupation’ requesting for the required occupation. Once this request is approved, you may proceed with the ‘quota pool slot change’ application.
Can I request for a quota pool slot change if I have an existing Quota Pool Manage Occupation or Quota Pool Increase request?
You will not be able to proceed if you have an existing ‘quota pool manage occupation’ or ‘quota pool Increase’ request.
What can I do if I don’t have eligible quota slots in the destination quota pool?
Apply for a quota pool increase request to increase the eligible amount.
Can I change a quota slot from a pool with an eligible standard quota slot to a destination pool with an eligible regularised quota slot?
No, you can only change a standard slot if the destination pool has eligible standard slots as well.
