The applicant should have “construction” or construction related work stated on the objectives of the registered entity.

Financial reports of the past year and any 2 years from the past 10 years of operation (If applicable/required):
If revenue of the year is MVR 10,000,000 (MVR 10 million) or higher: a copy of audited financial report submitted to Maldives Inland Revenue Authority (MIRA)
If revenue of the year is lower than MVR10,000,000 (MVR 10 million): a copy of financial statement submitted to Maldives Inland Revenue Authority (MIRA)
Note:
Financial reports made by a foreign party (not registered in the MIRA) should be attested by a registered law firm/lawyer, attesting that the document is a true translation and the party is authorised in the respective country of origin.
If the company has been registered with the Ministry of Economic Development for less than 3 years, the reports of the past (registered) years should be submitted.
Projects completed/ongoing in the past 10 years (total value equivalent to the amount of track record stated for the required grade or category)
The project completion letter or letter stating the part of work completed. The letter should contain the following information:
Value of work completed
Scope of work
Date of completion (if work is completed partially: the date of completion of the part)
Documents of technical / professional personnel (if applicable/required)
Accredited copy of educational certificates
Agreement between the employer and the employee (only applicable for locals)
Work permit visa card (only applicable for foreigners)
Agreement between employer and employee with duration of contract (only applicable for temporary employees). Duration of contract should not be less than the registered duration.
Documents of plant/machinery/equipment (for harbour contractors only, if applicable/required)
Leasing agreement for registration period of plant/machinery/equipment.
Registration of plant/machinery/equipment.
If there is no plant/machinery/equipment for separate projects, a document stating the proof of import of plant/machinery/equipment (foreigners only).
After successful submission, a notification will be sent to your email and phone.

Once the application is processed, the contractor registration certificate will be issued via email.

Payments should be processed through BandeyriPay Portal within 1 month of notification.
Once your application has been approved, you will receive a notification via email and phone to make the payment for the service.
You can see the payment prompt under “My Applications”. Clicking this will redirect you to the BandeyriPay portal where you will be able to make the payment.
All duly completed applications will be processed within 10 business days.
Important note
The validity of the registration is 2 years from the issued date.
If any upgrade is done within 3 months of the registration issued date, the expiry of the registration will not change.
If any upgrade is done after 3 months of the registration issued date, the validity period of the registration (2 years) will be renewed.
Documents submitted must be in Dhivehi or English. If submitting translated documents, it should be duly authenticated by an authorised certifier.

What entails eligibility for the letter for international bids?
Foreign companies that are not registered in the Maldives can apply for this letter to use in international bids announced in the Maldives. Applicants can apply for this letter prior to registering with the Ministry of Economic Development.
Can the company that has been awarded the letter for international bids use the letter to work in the Maldives?
The letter may only be used to seek a specific international bid announced in Maldives. The company must complete registration with the Ministry of Economic Development and registration under Construction Contractors Regulation (2019/R-1019) prior to signing of contract with the employee.
