Resort Operating License

This service is to obtain a new operating license and renew an operating license for tourist resorts. The application must be submitted at least four weeks before license expiry or commencement of operation.

Apply for  Resort Operating License

Before you start

Please ensure that the following service(s) are completed before proceeding with your application.

  • Resort Registration

  • Name Approval

  • Conceptual Drawings Approval

  • Project Completion Approval

Note:

  • The construction, development and re-development of the resort should be approved by the Ministry of Tourism prior to commencement of the project. 

  • If located on a reclaimed land or lagoon, then the lagoon or island name should be registered at the Ministry of National Planning, Housing and Infrastructure.

  • Pre-opening quota should be obtained.

  • The drawings of the resort should be submitted to the Ministry for approval and the drawing should be stamped by a government authorised certified architect.

Eligibility

The applicant should be lease holders or sub-lease holders of government plots and islands leased for resort development

Documents required

Documents issued by Ministry of Economic Development (under the objectives Tourist Resort shall be there as an activity):

  • Corporate Profile sheet of Owner/Lessee

  • Corporate Profile sheet of Sublessee

  • Corporate Profile sheet of Operator/Management

  • Sublease/Management agreement/ No objection letter from Lessee (If the resort is subleased by a party other than the lessee)

  • Ministry approved management agreement (If the resort is managed or operated by a party other than the lessee or sublessee)

  • Tax clearance report issued by Maldives Inland Revenue Authority of operator and lessee. (issued date shall not be more than 1 month)

  • Disaster Management Plan

  • Desalination Plant Registration

  • Power System Registration

  • Water quality testing reports of RO plant, drinking water and pool (if applicable)

  • Annual Medical Report of F&B Staff

After you apply

  • After successful submission a notification will be sent to your email and phone. 

  • You can check the status of the request from the “My Applications” tab.  

  • Inspection is required for all resort operating licence requests.

  • A request will be sent to notify the applicant of a convenient date for inspection.

  • All arrangements for inspection have to be made by the resort 

  • MNDF Fire and Rescue will accompany Ministry of Tourism team for the inspection

  • All requirements of the inspection will be communicated to the operator.

  • If there are pending requirements a re-inspection will be done after all the requirements are complete. 

  • The application will remain pending if there are mandatory requirements that need to be fulfilled. 

  • Once the application is processed, the Operating license will be issued and informed via email.

Estimated time frame

  • All duly completed applications will be processed within 5 business days.

Change Tourist Resort Operating Licence

Before you start

Please ensure that the following service(s) are completed before proceeding with your application.

  • Resort Registration

  • Name Approval

  • Supporting document required for change (name/operator/management change  of bed numbers/ownership/replacement)

  • Depending on the change

Renewal applications can be made for reasons such as: 

  • Change of name

  • Change of ownership

  • Change of operator

  • Change in bed numbers

  • Change in management

  • Replacement of lost licence
