Foreign Vessel Cruise Permit

This service can be used to request a cruising permit for foreign vessels. The application should be made five days prior to the arrival of the vessel to the Maldives.

How to Apply

  • You can apply using an Efaas account.

  • Logging into your own account will direct you to the oneGov homepage.

Documents Required

  • Captain's Declaration (Letter describing the crew and passengers/guest onboard)

  • Vessel Registration Certificate (issued by the country of origin)

  • Ship Particular (Document indicating Vessel length)

  • Shipping Agent Certificate (from Maldives Customs Service)

  • Consent letters from Tourist Resort (If Vessel plans to travel to any)

  • Crew list of vessel (include details of the crew onboard the vessel)

  • General declaration form of Maldives National Defence Force (MNDF)

After you Apply

  • After successful submission, a notification will be sent to your email and phone. 

  • You can check the status of the request from the “My Applications” tab.

  • Once the application is approved and the related payments have been cleared, a declaration form will be sent to MNDF for approval.

  • The cruise permit letter for the foreign vessel will be issued via email when approval is received from MNDF.

  • The duration of the permit to remain in the Maldives will be for a maximum period of 180 days from the date of clearance by the Maldives Customs Service.

  • For foreign vessels registered with the International Maritime Organisation (IMO), the duration of the permit to remain in the Maldives will be a maximum of 270 days from the date of clearance by the Maldives Customs Service. Vessels not registered under the International Maritime Organization are eligible for 180 days.

Cruising permit fee for vessels above 15 metres: MVR 5,000

  • You can see the payment prompt under “My Applications”. Clicking this will redirect you to the BandeyriPay portal where you will be able to make the payment.

What is eFaas and how can I create an eFaas account?

eFaas is the most common account used by individuals for transactions with various e-Government services online. Any Maldivian with a valid National ID Card can use eFaas to login. To create an eFaas account, sign up at http://efaas.egov.mv/Account/Verify or alternatively, visit http://efaas.egov.mv/ and click to create an account.  Enter your ID card details. The serial number of your ID card can be found on the back of the card. If you have an existing account, you can sign in directly. If any Foreign Tourist Vessel wishes to remain in the Maldives for longer than the 44  (forty-four) days what is the procedure that needs to be followed?

It may do so after obtaining the permission of the Ministry of Tourism under special circumstances. In all such cases, an application for an extension of stay shall be made to the Ministry of Tourism and Civil Aviation at least 7 (seven) days in advance.

What should be included on the captain's declaration letter?

Name of vessel, Arrival date, Number of crew members, Name of agent who would represent the vessel (should be a Maldivian), Departure date, Signature and date.

What should be included on vessel particulars?

Vessel name, Registration number, Country of origin (registered country), Length, Any other relevant details

Who can operate foreign vessels?

Local shipping agent registered with the Maldives Customs.

What are the tax obligations for foreign tourist vessels obtaining cruise permits?

Foreign vessels which obtain cruise and harbour permits from the Ministry of Tourism all are categorised as foreign tourist vessels, and are required to register for Green Tax. All foreign registered tourist vessels that arrive in the Maldives are considered foreign tourist vessels for the purpose of the Green Tax Act (in accordance with section 24 of the Maldives Tourism Act). It is the responsibility of the agent to pay any tax obligations of the vessel. If there were no tourists onboard those vessels, the agent may file nil returns and fulfil the filing obligations.

What is a foreign tourist vessel?

A foreign tourist vessel is a foreign-registered tourist vessel that arrives in the Maldives in accordance with section 24 of the Maldives Tourism Act.
