Apply for Project Licence

Description

This service can be used to request for a Project Licence, necessary to commence project works under Construction Contractor Regulation (Regulation no. 2019/R-1019) and to obtain quotas for specific projects. 

Application for this service can be completed and submitted within 10-15 minutes.

Eligibility

  • Should have a valid Contractor Registration in the relevant category

  • The projects should be included in the Foreign Investment Agreement (only applicable for foreign contractors).

  • Mandatory for projects above MVR 1.5 million or more, OR projects related to structural work. 

How to apply

  • You can apply using an Efaas account.

  • Logging into your own account will direct you to the oneGov homepage.

Documents required 

Public Projects:

  • Project agreement, contract or award letter (stating scope of work, location, commencing date, project duration, project value)

  • Construction work schedule of the project.

  • Bill of Quantities (BOQ) of the project.

  • Written document(s) of reconciliation between property owner and other party (developer) where the project agreement, contract or award letter is signed between a developer or employer and the contractor.

  • Site handover / concept approval / no consent document issued by Building Consent Authority

  • Structural assessment report where structural work has been halted for more than 6 months as per Construction Administrative Regulation (2019/R-1004) clause 46. A registered engineer is required to prepare a structural assessment report that details the state of the current structure as well as the cause for the halt.

Private Projects:

  • Project agreement, contract or award letter (stating scope of work, location, commencing date, project duration, project value)

  • Construction work schedule of the project.

  • Bill of Quantities (BOQ) of the project.

  • Construction permit issued by Building Consent Authority

  • National Identification Card copie/s (Site owner/s) (valid)

  • Power of Attorney (if site or project owner(s) assigned another person on his/her behalf)

  • Written document(s) of reconciliation between property owner and other party (developer) where the project agreement, contract or award letter is signed between a developer or employer and the contractor.

  • Structural assessment report where structural work has been halted for more than 6 months as per Construction Administrative Regulation (2019/R-1004) clause 46. A registered engineer is required to prepare a structural assessment report that details the state of the current structure as well as the cause for the halt.

Resort Projects:

  • Project agreement, contract or award letter (stating scope of work, location, commencing date, project duration, project value)

  • Construction work schedule of the project.

  • Bill of Quantities (BOQ) of the project.

  • Lease agreement issued by Ministry of Tourism

  • Written document(s) of reconciliation between property owner and other party (developer) where the project agreement, contract or award letter is signed between a developer or employer and the contractor.

After you apply

  • After successful submission, a notification will be sent to your email and phone. 

  • You can check the status of the request from the “My Applications” tab.  

  • Once the application is processed, the project license will be issued via email.

Estimated time frame

  • All duly completed applications will be processed within 5 business days.

  • Change document (Agreement, Letter, etc.) from all parties involved

Note:

  • Additional documents (BOQ, work schedule or court agreement) may be requested to be submitted, depending on the project agreement clauses

  • Documents submitted should be in Dhivehi or English. If submitting translated documents, it should be duly authenticated by an ​authorised certifier.

  • You can check the status of the request from the “My Applications” tab.  

  • Once the application is processed, the project license will be issued via email.

Where can I get a Contractor Registration?

Application for Contractor Registration is another service provided by MNPHI and it is compulsory that you have the registration before you can apply for a Project Licence.
