Employment Agency Services

This service can be used by employment agencies to submit the renewed insurance/bank guarantee to maintain the Agency License. Failure to renew the insurance/bank guarantee will result in suspension of the Employment Service License.
The employment agencies must submit their renewal document of insurance/bank guarantee 30 days prior to the expiry of the policy.
Employment Agency with a valid or suspended license
Employment Service License issued with the deposit payment method of insurance/bank guarantee.

Renewed and valid bank guarantee or insurance document
After successful submission a notification will be sent to your email and phone.
You can check the status of the request from the “My Applications” tab.
Once the application is approved, the status of the application will change to “Completed”, and the representative/s will be able to transact on behalf of the party represented, within the Xpat system.
All duly completed applications will be processed within 3 business days.
If any additional verification is required, the application may take longer than the standard time frame.
This service can be used by employment agencies to claim deposit refund.

Employment Agency cancellation request
Should be an agency with direct payments of deposit made to the Ministry.
Employment Agency License should have been cancelled.
You can apply using an Efaas account.
Logging into your own account will direct you to the oneGov homepage.
Board resolution of the company:
Should be on company letterhead
Should be passed within the last three months
Should state intent to cancel the employment agency permit and refund the paid deposits
Should bear the company seal
If the employment agency has active relations linked to the agency in the Xpat system: Board resolution of the company resolving to request for deactivation.
Copy of the bank statement or bank slip showing bank name, account holder’s name and account number. If there is no bank account under the company’s name, you may state a company director’s bank account and submit a copy of the account holder’s national identity card.

What are the situations whereby the Maldivian government may make use of the deposits paid by the employment agencies?
● If the government is obliged to spend any expenses as a result of the employment agency's failure to follow the Human Trafficking Act's regulations. ● If the agency has failed to pay the fines and fees associated with the employment agency regulation.
What would happen if the expenses incurred by the government on the employment agency exceeds the deposit amount?
● The employment agency in this case be required to arrange and repay the amount within 30 days and inform the Ministry accordingly. ● If the amount is unpaid within this period, the license will be put to hold until the full amount is paid. ● If the amount is unpaid within 6 months, the Ministry shall revoke the license.
What would be the fines charged for providing the employment agency service without a valid license?
Category A . MVR 40,000 Fine . MVR 5,000 Fine per head of each individual recruited . Employment agency license will not be issued to the entity for a duration of 6 months. . MVR 10,000 Fine per employer, to whom the agency has provided work permit management services. Category B . Employment agency license will not be issued to the entity for a duration of 6 months. . MVR 10,000 Fine per employer, to whom the agency has provided work permit management services. Category C . Fine of MVR 50,000 . MVR 5,000 Fine per head of each individual used in providing services illegally. . Employment agency license will not be issued to the entity for a duration of 1 year.
What would be the action taken if providing services of a category which the employment agency does not have a license?
Recruitment services without the license of category A . The license issued to them will be revoked. . A fine of MVR 10,000 will be levied per head of each employer provided with service. . Employment agency license will not be issued to the entity for a period of 3 months. . Work permit management service without the license of category A & B . A fine of MVR 10,000 will be levied . A fine of MVR 5,000 per person recruited Employment agency license will not be issued to the entity for a period of 3 months. Manpower supply services without the license of category C A fine of MVR 50,000 will be levied A fine of MVR 5,000 per head of each individual used in providing services illegally Employment agency license will not be issued to the entity for a period of 6 months.
